Parks & Recreation Director

Job Announcement         Full-Time – City Benefits

 

Definition:  Under the direction of the City Administrator, plans, directs and coordinates the activities of the City of Blanding’s Parks & Recreation Department.

 

Essential Functions:  The following is a list of the tasks, knowledge, skills and characteristics essential for this position.  This list is illustrative only and is not a comprehensive listing of all functions and tasks performed by this position.  

 

Tasks:  Plans, organizes, directs and manages the overall work activities of the Parks & Recreation Department Staff; prepares/reviews budget requests, monitors expenditures and maintains operating budget; monitors and evaluates staff performance and program effectiveness; oversees purchasing, financial control, inventory control, publicity, and other Departmental functions; oversees the training of staff in all aspects of Department programs, policies, and procedures.  Writes grants and makes requests for additional monies for parks and recreation programs.  Plans, coordinates, assigns, and reviews the activities of subordinate staff involved in performing a variety of buildings and grounds maintenance/repair work required to maintain the city parks and outdoor facilities and performs landscaping and grounds keeping work as needed to ensure the city parks and outdoor facilities appear beautiful and are available for public use; approves payroll and related personnel actions; trains new/less experienced subordinates in the operation of a variety of landscaping and grounds keeping tools and equipment  Plans, directs, manage and evaluates present and future recreational programs and events, sports leagues and tournaments; plans, directs, manage, and evaluates the future recreational needs of the community and makes recommendations regarding the same; Manages and Directs city swimming pool maintenance and operations; Maintains records and files, establishes with the help of Recreation Advisory Committee and approval of the City Council, fees, direction, policies and strategic plans for recreational programs in the city.

 

Knowledge,  Skills, & Other Characteristics

Knowledge of the basic principles and practices of supervision, including employee training and evaluation.

Knowledge of general public administration principles and practices.

Knowledge of recreation programs, services, and activities.

Knowledge of grounds keeping principles and practices including landscape and turf management.

Knowledge of equipment used in landscape, turf management, and swimming pool operations.

Knowledge of grant application procedures and techniques.

Skills in organizing,  managing, and promoting public events, sporting events and recreation programs.

Skills in using computers to create fliers, team rosters, announcements, and promotions.

Skills in training, scheduling, and supervising staff to ensure efficient operations and maintenance of parks.

Skills in performing a variety of administrative functions including evaluating programs, budgeting and planning, and program development.

 

Qualifications:  Five years of administrative/supervisory experience or bachelor degree, high school diploma a must, must posses a valid Utah drivers license.  Experience in grounds and pool maintenance a plus.  College education or college related courses a plus.  Experience in recreation related programs a plus.  Public related employment a plus.

 

Pay Scale: Salary Commensurate with Skills and Experience – Salary Range $34,000 - $37,000 to Start
