Meet the City Manager

David Johnson, MPA is the City Manager for Blanding City.


His professional career includes 16 years of award-winning and results-driven expertise in public management, economic development, budgeting, government affairs, public events, media and community relations, grant writing, and strategic planning.

Johnson earned a Master’s of Public Administration from the University of Utah and a B.A. in Communications from Brigham Young University.

The City Manager's Role

The City Manager is appointed by the Mayor, with advice and consent of the City Council, as the Chief Administrative Officer for the City.


He provides administrative direction and professional leadership to manage daily operations of the City and implement executive priorities as the Mayor's designee.

The City Manager oversees all City departments, staffing, implementaton of the budget, and is responsible to plan, organize, manage, and direct short and long-term startegic planning for the City.

The City Manager is also responsible for the implementation of the legislative priorities, policies, and ordinances approved by the City Council.
