Pricing & Deposits
Once your billing application is submitted, utilities can be activated after the required fees are paid. There is a $25 application fee and a $300 deposit, both of which may be paid online or in person at City Hall.
Please note:

Utilities cannot be placed in your name until the full deposit is paid.

Applications are processed Monday through Thursday.

Account transfers must be scheduled for a future date.

Construction Costs
Pricing for new utility construction is calculated through the Construction Utility Form based on the scope and location of the project. All applicable fees must be paid prior to connection. A full breakdown of standard rates and charges can also be found in the City’s Fee Schedule. If you have not yet met with Blanding City staff to review your project, please call us before submitting the Construction Utility Form to ensure proper planning and cost expectations.
Pay & Manage Your Bill Online
After your utility account is active, you can securely view and pay your bill through Xpress Bill Pay. This is the only online payment system used by Blanding City.
To get started, visit www.xpressbillpay.com or download the “Xpress Bill Pay” app. To create an account, you will need:

A valid email address

Your phone number

Your home address
-
Your 9-digit utility account number (found on your monthly statement)
If you do not yet have an account number, you will need to complete a utility application first.
Once registered, you can securely make payments, set up automatic payments, and view past billing statements anytime.
