PAY UTILITY BILL | XPRESS PAY SIGN UP
SECURE ONLINE BILL MANAGEMENT | SIGN UP INSTRUCTIONS
Step 1: Go to www.xpressbillpay.com or download the "Xpress Bill Pay" app for your phone or device
- This is the only way to view and pay your utilities online
- If you already have an account click the link below and sign in to view and pay your bill
Step 2: Have an email, home address, phone number, and your 9 digit utility account number ready
- Account numbers are listed on each monthly statement.
NOTE - If you do not have an account number, you need to apply for utilities or call 435-678-2791
Step 3: Click the "Sign Up" or "Create New Account" button.

Enter your email & create a password, click next

Enter your name, phone, home address, and zip code, agree to Terms and click next

Verify your email by signing into your email account, opening the xpressbillpay email and click "Verify Email"

After verifying, it will take you to the "New Account" page, Click Blanding City

Enter your account number and last name (or business name if this account is for a business)

Click "Locate Account"

Be sure to save your account log in information

AUTO PAYS TAB: Schedule recurring automatic payments based on due dates or pick a calendar date that's best for your budget
XPRESS WALLET: Add or update your payment method with ease
HISTORY: View payments made in the past, and view your bill/statement dating back to when you opened your
GRAPHS: Viewing the graphs is an easy way to see how much power, gas, and water you use each month
EL = Electricity: If "Total Usage" reads 1200 that means you used 1200 kilowatts (kwh)
NG = Natural Gas: If "Total Usage" reads 98 that means you used 98 BTU's
WA = Water: If "Total Usage" reads 8 that means you used 8,000 gallons
